CENTRALIA ELEMENTARY SCHOOL DISTRICT

E-RATE 2008/2009 District Telephone System Specification

This request is for the upgrade and/or replacement of the Centralia Elementary School District (District) telephone system.  The new equipment may be either standard PBX type similar in functionality to the existing system or may be VoIP.  In case of PBX, support for VoIP migration must be included.  In case of VoIP, support for legacy handsets is strongly desired.

The District may choose a phased implementation depending on funding and system cost.  Any vendor selected must provide a migration plan that includes coexistence with the existing system for a period of up to three years while a phased implementation is accomplished.

SYSTEM REQUIREMENTS (vendors will have the opportunity to comment on or object to any of these at the bidder's conference and suggest new/adjusted requirements.  The specification will be amended as required by vendor input at bidder's conference.  Certain items could change from a requirement to a preference.):

  1. E-911
  2. Classroom panic button
  3. Failover to analog POTS line at each location
  4. Support paging and intercom systems at school sites
  5. Support capability to connect back to Telco/Law Enforcement to retrieve caller-ID in case of threatening phone calls received with blocked caller-ID
  6. Support for both digital and analog (FAX, etc) lines
  7. Auto attendant with directory
  8. Centralized management (Web-based strongly preferred) for all equipment at all locations.
  9. Centralized and integrated voice mail with individual password-protected mail boxes that can be accessed both from the handset and remotely from the PSTN.
  10. System must support the capability to disable voice mail on any handset.
  11. Support all standards to provide required functionality relevant to the technology proposed, i.e. PBX solution would support telephone standards and VoIP would support the additional standards appropriate to VoIP.
  12. System must provide the capability to limit access (both incoming and outgoing) by time of day, area code, and prefix.
  13. Password protected pilot number call in for recorded announcements (school holidays, etc.)
  14. Mobile handsets (wireless) that can be programmed to work at any location within the District, at any individual school or any number of locations within the District but not with any system outside the District
  15. Call detailing reports
  16. Call accounting
  17. Extension to extension calling District-wide with ability to transfer outside call to another extension/voicemail
  18. Hold, conference calling, and the ability to connect up to 3 outside (PSTN connected) callers to a single conference call
  19. If not natively VoIP include capability to support VoIP
  20. Minimum one year onsite warranty/maintenance
  21. Maintenance contract pricing with a guarantee of maintenance availability for a period of ten years
  22. All of the standard stuff to work with incumbent telecommunications provider (AT&T) such as ground-start versus loop-start as required.

SCOPE OF PROJECT
Please provide the installation (one time) and monthly (ongoing) cost bids for this 5 year project as follows:

  1. Vendor will provide all equipment and Installation including any and all required cabinets, power strips, etc.
  2. Vendor will coordinate with incumbent telecom vendor and paging/intercom vendor representatives and District employees to create operating system. 

CENTRALIA ELEMENTARY SCHOOL DISTRICT WILL NOT PAY FOR ANY SYSTEM THAT IS NOT OPERATING IN THE SCHOOL ENVIRONMENT.

  1. Vendor will schedule any school site activities that may be disruptive to service or classroom teaching at times when school is not in session.
  2. One telephone system at each school site and District Office
  3. The District Office is to serve as the central point for the network.
  4.  Please include the one time installation costs.
  5. An uptime guarantee of 99.9% shall be provided on a 24x7 basis average over each seven day period.
  6. All vendor equipment installed shall be under repair maintenance at no cost to the District for one year from the date of acceptance by the District.
  7. The project cannot commence before July 1, 2008. The District will give the successful bidder Notice to Proceed upon receipt of the Funding Commitment decision letter from the Schools and Libraries Division. Upon being given Notice to proceed the awarded contractor will commence work as directed by the District.  The contractor acknowledges the District may delay start, reduce scope, or choose not to proceed based on the needs of the District.
  8. The vendor shall provide three references consisting of similar scope and work.
